Surrey Heath had the remit of investigating the marketplace for a new CMS, as their current proprietary website software supplier no longer had a product that was sufficiently maintained and developed.

Using their in-house business strategy and IT expertise, they formed the conclusion that Plan Alpha represented the best possible value obtainable in the market.
The website once up and running also provided their neighbouring council, Epsom and Ewell, an opportunity to re-use their recent CMS-project experience. Surrey Heath purchased a new website project from Plan Alpha using he G-Cloud (digital marketplace) framework:
